Depends on what age group you're referring to. For some of the younger ages (3-9ish), some coaches purposely have their players keep the elbow down, to produce a quicker swing and to get a higher percentage of making contact, which also builds the childs confidence level. As a player develops, they can begin raising the elbow, to get a longer more powerful swing.

You can't make contact if you can't swing, and if you don't lift your elbow, if you leave it at your side, you simply can't take a swing.
