An earned run is defined as a run that the pitcher is responsible for (not the direct result of a fielder's error)
One inning is equal to 3 outs - If the pitcher gets 9 batters out, he pitched 3 innings. If he gets 10 batters out he pitched 3 and 1/3rd Innings (showed as 3.1 IP in box scores) - 11 outs equals 3 and 2/3rd's Innings (or 3.2 IP as it would appear in box scores)
The equation is mutliplied by 9, to represent how many earned runs a Pitcher allows on average over the course of a full game
