On an uncaught third strike with no runner on first base or with two outs, the batter immediately becomes a runner. The strike is called, but the umpire does not call the batter out. Some umpires will actively signal that there is "no catch" of the pitch. It registers as a strikeout for the pitcher and the batter.If there is someone on base and there are less than two outs then the batter is out and can not take first.
If there are two outs then the force is in play and the catcher can try first or get the lead runner in a force.
The reason the batter is just out with less than two outs and a man on first is that the catcher could intentionally drop it to create a double play situation.

You'd have to see the actual play to decide if it was a strike-out wild pitch or strike-out passed ball. (Not that official scorers go by the rule book any longer to determine wild pitch vs passed ball.) The pitcher, however, is credited with a strike-out.The batter can only advance to first if there were already 2 out or if first was unoccupied with less than 2 out.

I think if scoring a pro rules game it is strikeout/passed ball (it is understood that if it is a strike that the catcher should have stopped it) and in HS rules it is a strikeout/E2 ( just the way HS rules are)PS in a HS game remember to only score a sac fly when a run scores.
