You can't have an agent before you're drafted. Put it this way, you can't have an agent in HS, and you can't have an agent if you're in a 4-year program (that violates the NCAA rules, and you'd be considered a professional, and penalized, along with your program).The amateur free agent draft is less than 4 weeks away. If you haven't been scouted by at least a regional cross-checker by this time, it's highly unlikely that you've gotten high enough up in any organization's judgement to be drafted.

You do not declare for the draft, per se. You do not need an agent to be drafted and I would be surprised if a coach for your high school/college/amateur team hasn't talked with you about pro scouts taking a look at you or have inquired about you. Simply, if you are good enough to be selected, you will be and then contacted by that club. Just show up at the draft with your spikes, your glove, and a bat, and turn it into a little personal tryout. Do wind sprints, some soft toss, infield drills.
