Breaking ball is a curve ball, slider or any ball that is thrown with a spin to make it break. A change-up is essentially a straight pitch that is thrown slower than a fastball but looks just like one. The "change" is in the speed. It curves more.
A changeup is a pitch that is delivered like a fastball but because of the grip and release it doesn't move as fast. It is a great way to fool hitters into swinging early. Breaking balls are ones that intentionally move due to the grip/delivery. Like a curve ball, or slider. The way the ball is released causes the ball to spin a certain way, and the way the seams of the ball hit the air as it spins causes it to move a certain way. Change ups can have spin on them that causes them to break, but the initial delivery is what will classify it as a change up.
A breaking ball is pitch thrown with side spin that results in the pitch moving horizontally. The grip is different from that of a fastball. A change up is thrown in the exact same motion as a fastball except slower. A breaking ball is effective because it moves as it reaches home plate. A change up is effective because it looks like a fastball at release but is slower and keeps the hitter off-balance
