Balk is any illegal motion while the pitcher is on the rubber. Whether he slips and falls, licks his fingers, twitches and what not. The result is a ball to the batter and each runner advances one base.an illegal motion by the pitcher, stopping mid windup, stepping toward home and throwing to a base, stepping to a base and throwing towards home
A "balk" can occur from a myriad of ways but is essentially any movement or discontinuation of movement on the part of the pitcher that is contrary to the rules of baseball.There are so many examples of how a balk can be ruled against a pitcher.If a pitcher starts his wind-up and during his wind-up drops the ball,it's a balk. If once having begun his wind-up the pitcher loses contact with the rubber,it's a balk.Stopping or discontinuing with the wind-up is a balk.There are dozens and dozens of ways to balk.
A balk is an intentional deception of a base-runner (or base-runners) by a pitcher...A balk can only happen when runners are on base...Here are some examples
- Faking a pitch to home (if you are in contact with the pitchers plate/rubber and step toward home, you have to throw it home)
- Faking a pick-off move to first (if you are in contact with the pitchers plate/rubber and step toward first, you have to throw it to first)
-Not coming to a complete stop/pause before presenting your pitch to the batter (stretch position)
-Dropping the ball while in contact with the rubber
-Standing in contact with the rubber without the ball.
-Taking signals/signs from the catcher without being in contact with the rubber
If any of the above happens, all base-runners advance one base.
If there are not any runners on base, the pitcher cannot balk (but can be called for an illegal pitch, which is counted as a ball)
Although this is not an all-inclusive list, it does hit the major reasons.

Here is a direct quote from the rulebook being refered to..It is found in secton 8.05
"Umpires should bear in mind that the purpose of the balk rule is to prevent the pitcher from deliberately deceiving the base runner."

Reva got to this first.'The 13 ways a pitcher can commit a balk are in Official Rule 8.05. And the last time I read a rules book, Deceiving the runner is not in it. ( The italics are comments on the rules -- a case book if you will.)
