Yep. Because you are at least hitting the ball, just not in the right direction. So, you won't lose out entirely, but it makes you think twice before swinging a bat at a reach ball.Also, if you foul it and an opposing team player catches it, no matter where it would have landed, you are out.

With two strikes already on them they would not want to be called out on strikes,so they will try to foul off any close pitch,so they will not be called out on strikes. So yes they can keep fouling off pitches if they had to.
