Who decides if a team gets a compensation draft pick for losing a free agent?

There are Class A, B, and C free agents. They're rated by the Elias Sports Bureau. Based on the new Collective Bargaining Agreement, if a player is rated within the top 20% in his position, he is considered class A. Between 21% and 40% is class B. All others are class C.

Teams that sign class C players do not give up a pick anymore. Teams that sign class B players will not lose a pick, but the team that lost the player receives a sandwich pick in between rounds one and two. If a team signs a class A player, they forfeit a first round pick and a sandwich pick.
