This is a guess. Bill Voiselle wore number 96 with the Braves and Cubs. The reason: he was from Ninety Six, South Carolina, and wore the number as a tribute to his home town. At the time, no one had ever worn a higher number. Since then others have worn 99, but I would think 96 is a pretty strange number in baseball.
