I vaguely remember reading this in the Bill James Handbook.
It was supposedly their Earned Run Average that they should have earned based on their hits and walks allowed I think.
I'm not sure of the formula but I can tell you that it was invented by Bill James and explained in the Bill James Baseball Abstract.
