No. The infield fly rule applies to a ball hit in the air in the infield area when there are less than 2 outs and where first and second base are occupied. Under the rule, the batter is automatically out but the runners are permitted to stay at their respective base, which they would do because the ball is hit in the air. In other words, the batting team give up an out in exchange for the baserunners being permitted to stay put.
Without this rule, a shrewd infielder could let the ball drop and get a cheap double play forcing the runners out at third base and second base. It would be easy because the baserunner would not be far from their base when the ball hits the ground.
If the ball is foul, the baserunners are not compelled to leave there base so there is no infield fly.
