There is nothing stopping aluminum bat manufacturers from designing such a bat with a small sweet spot. High school, Legion, and the NCAA have adopted a restriction on the bat exist speed ratio, with the restriction mirroring the same reaction as that of a wooden bat. But again, it's the size of the sweet spot that's the difference. But the sweet spot does not affect the speed of the ball.
