There is only ONE Amateur Softball Association (ASA).

Here is the ruling directly from the 2007 ASA rule book, Rule 3, section 6, article G.

SHOES. Must be worn by all players. A shoe shall be considered official if it is made with either canvas or leather uppers or similar material(s). The soles may either be smooth or have soft or hard rubber cleats Ordinary metal sole or heel plates may be used if the spikes on the plates do not extend more than 3/4 of an inch from the sole or heel of the shoe. Shoes with round metal spikes are illegal. No shoes with detachable cleats that screw ON are allowed; however, screws with detachable cleats that screw INTO the shoe are allowed.
EXCEPTION: All Junior Olympic Fast and Slow Pitch, Co-ed Slow Pitch, and Senior Slow Pitch Play: No metal spikes nor hard plastic or polyurethane spikes similar to metal sole and heel plates are allowed.

Depends on the league you are in. There are various amateur softball leagues (thousands of them at least I'd wager), and each one holds its own rules. But in general, most amateur sports that ban metal cleats don't ban interchangable cleats, so long as you only play with the rubber ones. But I actually have played in two different baseball leagues with different rules on that. In one, you could wear the interchangable ones so long as you only wore the rubber cleats on the field. Another league banned them outright.
Personally, I'd say that even in a league like that, there's little chance of anyone actually checking, b/c there is no reason to think it unless you are seen changing them. It's not like they look any different.
As an aside, I also played in leagues where metal cleats were allowed (wooden bats too!) and imo, it adds a step or two to your game b/c of the superior grip.
