I'm guessing you mean career? Or in a season? Or in a minimum number of at-bats? The lowest ever would be any number of pitchers who are 0 for XX in their careers.

I also found that the lowest batting average in a season to win a batting title was Carl Yastrzemski (BOS) in 1968 with a .301 avg. The lowest in the NL was Tony Gwynn (SD) in 1988 with a .313 avg.
