The above answer is correct. A good example would be J.D. Durbin. He was a member of the Minnesota Twins at the beginning of spring training. He was out of options and had to be kept on the Major League 40-man roster. The Twins elected to waive him and the Diamondbacks picked him up. In his only appearance of the season, Durbin got shelled in Colorado and the DBacks elected to designate him for assignment -- essentially putting him out there for anyone to claim. The Red Sox claimed him...and then tried to sneak him through waivers to the minors. That didn't work and the Phillies nabbed him.
