Further, in order to throw to any base, a pitcher must first step off the rubber. To not do so is always a balk. But that's just one type of balk.

To do this, get in your stretch position. You should be able to make a good throw to first from this position. Step off of the rubber quickly with your left foot and do a quick side arm throw of the ball to first base.
Make sure not to move your front foot and also to step off the rubber or else it's a balk. Remember, if you don't step off the rubber and fake a throw to first, it's also a balk.

You must start with hands apart when in the set position. (Official Rule 8 pro, Rule 6 High school)It is not about deceiving the runner (which is not in the rulebook but an interpretation) but in the rule allowed sequence of delivering the pitch.
