It's not about age. If he's a college junior, he's eligible.More to the point, there is a lower age limit, but it pertains to HS students. A young man drafted out of high school can sign any time that summer, until he takes his first class at a 4-year school. Once he's done that, he's not eligible until his junior year. If he goes ot a juco, he can sign any time until the day before the next year's draft.

U of Texas Rightfielder Kyle Russell (6'5") is the type of player you can build a team around. His age has no bearing on the draft as even graduating High Schoolers are eligible.
