I'm not sure if there are any qualifications, but the owners vote on who the commissioner is going to be. Selig was a former owner himself, and as a result probably had most of the votes his way to begin with. He was elected to the Executive Council and was basically the commissioner until the owners voted him in officially.The commissioner kind of works for the owners though, so it's basically a reciprocal relationship.
