I think it's when there is a runner on first and second with one out and less. The ball has to be a pop-up but not deep in the field. It has to be near the sand part of the diamond. The rule is there to prevent double plays(i think).Like they could intentionally drop the ball to get a double play, it is to prevent that.(i think)
