Definitely there are lots of great talents outside the United States. NBA Teams does noticed them, however, it's the player's or their international team's consent if they could be drafted or sign by a team in the NBA. Just like before Yao Ming played in the NBA, Rockets put up some negotiations to convinced Yao's Team in China to play in the NBA.

there are a couple issues that need to work out first
do the player want to come to NBA
do the player have an ongoing contract with an European team
eg. 15th pick of the 1999 draft Frédéric Weis, he was jumped over by VC in the olympics and decide not to come to the NBA afterall, a wasted 1st round pick by the Knicks
