I believe that a good shot blocker does not always block shot. In fact, he is more efficient in making his opponent altering his shot, then increasing the percentage of actually missing it. It's more a question of INTIMIDATION. And based on that I will have to say Bill Russell is the best shot blocker of all time because he did not only block shot but intimidated greatly so that people would often miss easy open lay-ups because they were expecting him to come out of nowhere! Today, i would say Josh Smith, being just 6'9 and blocking shots while playing the SF position.

All-time i would say Dikembe Mutombo becauase he actually played with 7-footers unlike in the old times when shot blockers played against way smaller opponents. Also in the past, there was NO goaltending. I also remember Mutombo blocking almost 6 shots a game when it mattered (during his FIRST playoff appearance - 12 playoff games).

Chamberlain went after everything, which is why he blocked more shots than Russell did over their careers. Russell would pick his spots, but still probably averaged 6-8 blocked shots per game over his career, far more than guys like Olajuwon or Mutumbo.
