so if u have 23 seconds left shot clock is off and ur the losing team if u score rigth away they call a time out move up the floor and start at half then they can score and you loose u have a much better chance holding the ball and running down the clock then scoring and havin to play defence plus u usually got good shooters on ur team that can knock down those clutch shots

Well usually a losing team won't do this in the final quarter, but most teams will do this at the end of any time period to secure the final shot. that just means that if team A has the ball and they keep it away from Team B so that they(Team A) have the final shot, the only thing that can happen is that they can either score two points to end the quarter, or nobody scores at all.

I think this is what coaches say 2-for-1 situation. The team who has possesion can end the quarter with a point or two and so extend or cut the lead without letting the opponent answer with a point or two.
