Answers:
Once a team gets eliminated, then that would be the off season for that team. Meaning that team will not play until next year's preseason. Preseason means "before the season".
All teams that failed to qualify for the top 8 of their respective conferences will automatically be eligible for the draft lottery. (NBA's way of giving a chance for the bottom teams to improve) In it each non play off team will be assigned lottery balls, which will vary in weight (heavier for the worst team, and lighter for the team with the highest rank among them). The draft order will be based on the lottery pick, the number 1 pick "usually" goes to the team that is picked last because of their heavier ball.
The salary cap is the NBA's limit on how much a team should spend for their players roster. In effect this will prevent the richest teams to fill their line up with all stars while leaving crappy players for poor teams. So a "team on salary cap" would not be able to spend anything for a player not unless that team clears a space enough for their prospective players salary.. I think the cap is determined annually based on the NBA's total earnings. If i'm not wrong, nearly 51% goes to the players(rest to other nba employee's) which is divided into 30(for total teams).
A Laker is i think someone who lives in an area with many lakes... This term was then used to name the minneapolis NBA team because of the city's thousand lakes. That team then transferred to LA.

Who is the best team in the NBA of all time?
Post-season means after the regular season, better known as playoffs.Off-season is the period after the NBA Finals and before the pre-season. The NBA hols preseason games about 3-4 weeks before the start of the regular season. This is a way for teams to decide on who to keep and who to cut, aside from tuning up their game plans.
Each team gets a draft pick. Those who did not qualify for the playoffs or postseason, will participate in the draft lottery. The commisioner will draw lottery balls to determine which teams pick first, second and third. The remaining picks will be in reverse order of the win-loss record of each team which did not get the 1st, 2nd or 3rd pick. The team with the worst record in the season gets the most number of balls in the lottery, so that they have the best chances of landing the top pick in the draft.
