Yes, this has been achieved on a number of occasions.The first to do so was Edmund Hinkly in 1848 for Kent v England at Lord's. Perhaps the most famous early instance was two years later, when John Wisden, playing for the North of England v South of England at Lord's in 1850, clean bowled all ten South batsmen. In these early matches, the number of runs scored off each bowler was not recorded. The only other all-ten analysis not to contain any direct assistance from a fielder was by Eric Hollies, who got seven Nottinghamshire batsman out clean bowled and three lbw in his ten for 49 for Warwickshire v Nottinghamshire at Edgbaston, Birmingham in 1946 (Hollies later achieved fame as the bowler who dismissed Bradman in his final Test apperarance for a duck.)
The cheapest all-ten (and therefore the best ever innings bowling analysis in first-class cricket) was achieved by Hedley Verity in 1932 at Headingley, when he took ten for 10 for Yorkshire against Nottinghamshire. The most expensive all-ten recorded was ten for 175 by Eddie Hemmings playing for a touring International XI against a West Indies XI at Sabina Park, Kingston, Jamaica in 1982.
The only bowlers to take all ten wickets in an innings MORE than once were Tich Freeman (three times in 1929, 1930 and 1931), John Wisden (twice, in 1850 and 1851), Vyell Walker (1859 and 1865), Hedley Verity (twice, 1931 and 1932), and Jim Laker (twice, both against Australia in 1956). W. G. Grace achieved a ten-for analysis twice, in 1873 and 1886; on the first occasion he also scored a century, but the second occasion was in a twelve-a-side match.

As mentioned by other posters several bowlers have in first-class cricket, it was more common (but still very rare) back in the 19th century when the wickets were a lot worse and it was possible to bowl a side out for under 50.In addition to Jim Laker's 9-37 and 10-53 v Australia at Old Trafford in 1956 (the other wicket was not a run out, as someone suggested, but a wicket for his spin partner, Tony Lock) Anil Kumble has once taken all 10 in a test (although Javagal Srinath, bowling at the other end, deliberately bowled wide of the stumps toward the end to give Kumble the chance for all 10).
Laker actually took all 10 in a tour game for Surrey v Australia a few weeks prior to his all-10 in the Test!
The only other bowler to come close in Tests was Sir Richard Hadlee, he once got the first 8 wickets in an innings ... and then took a difficult catch off another bowler to deny himself the opportunity! He picked up his 9th and the 10th wicket shortly afterward.

In test cricket, England's Jim Laker took 10/53 against the Aussies in 1956 and India's Kumble took 10/74 against Pakistan in 1999!!As for ODIs, I don't think anyone had manged to take all 10 wickets yet, but Vaas holds the record for about 8 wickets, in 2002 maybe, against Zimbabwe.
