Depending on the track event, there can be several differences.First of all since track bikes are single speed, fixed gear, the rear axle spacing is much less, 120mm compared to 130mm for a road bike.
Track frames are usually much stiffer for sprinting events.
They also have a higher bottom bracket, to prevent dragging a pedal when cornering.
Other differences would be to accommodate the actual riders size.
