Cleats are usually associated with pedal systems but it may be to do with two other items:

The reinforcement in a spoke hole of a rim.
Eyelets provide a wider bearing surface against the rim, making it less likely for the nipple to pull through the rim. They also provide a smoother surface for the nipples to turn against while they are being tightened. Also sometimes called "ferrules".

Or it is a braze-on or other threaded fitting for bolting an accessory to a frame. This term is mainly used to refer to the threaded tabs on fork ends, to which you may attach fenders or racks.

How come that cycling is very populair in Europe and not in the US?

sounds like something to do with curtains!! it is under the cycling category so i wouldnt be sure but if its anything to do with furnishings then eyelets are a curtain heading (circular openings through which a pole passes) and cleated means that the pulley bit that pulls curtains aside can be secured with a cleat which is attached to the wall adjacent to that curtain around which the cord can be wound...
