if your asking about present time, it is without a doubt michael vick. but there are still plenty of other quarterbacks that are a threat on the ground. and QB rushing doesn't show in the overall QB rating, so there's not a way to know which is the best rush. i can tell you michael vick for sure is the fastest, but he is not the best.michael vick easily

as far as starting QBs go, Michael Vick is it without a doubt. there are a few backups who can give him a run for his money (i.e. Seneca Wallace of Seattle) but not many can match Vick.
