Do You Like This Idea For The CONMEBOL Cup?

Question:The 16 teams who qualify for the final tournament are:
five of the 26 states (+ 1 federal district) of Brazil (+ 3 Guyanas);
five of the 23 provinces (+1 federal district) of Argentina (+ the Falkland, Easter, Galapagos & minor Chilean islands);
and six of the eight other great nations of South America.

Each player is to represent only the state/nation/province he has slept more nights in than any other in his life. (I know that the micro nations & the smallest provinces would never qualify - but it would be good for them to have a team that takes part)

The event itself could either consist of A the usual (4 groups of 4 then knockout tournament QF SF ..) or B something new (eg 2 pools of 8 play 4 rounds, then a top-10 & bot-6 for 4 rounds, then 1v2 & 3v4,...). There would also be consolation tournaments for teams 17-24; 25-32; 33-40; the rest.

So, does the fact that there are many more teams who might finish in the top 3-5 make it a better system than the current one?
