NO!!Wenger has been pretty clever over the years and bought some good players cheaply...but even so with the exception of Spurs and Chelski in the last 2 years...Arsenal have spent as much if not more than a lot of other clubs and now that Henry and Wenger are leaving the will have to spend a fortune just to stay as rubbish as they are at the moment!
