FIFA rule change question?

Question:when did fifa change the rule that the goalie cant touch the ball w/ his hands after a defender gives him a ground pass? i was watching a game from 5/26/83 (Man. United vs Brighton) and i noticed that the defenders kept passing the goalie the ball and the ref wouldnt blow the whistle. at first i thought they made a mistake, but then they kept doing it and game continued. so im wondering when they changed that rule??
