They're trying to encourage more cards for diving, but because officials can only see so much, punishments after games could go a long way in removing this blight. However, if the incident had already been dealt with by the official - whether carded or waved away - I believe there's a FIFA rule that prevents leagues and FAs from revisiting the incident...
