What code of ethics does a local pga pro agree to when they become a pga pro? Where could I find a copy?
A violation of a USGA rule ocurred in a tournament and the local pro refused to make a rule call when he admitted he knew the rule.

The Club Pro (if he was acting as a rules official) was obligated to give a ruling. The final decision rests with the Committee. Technically, from the info you have given, Both the Pro ( for failure to give a ruling) and the Committee ( for failure to adhere to the Rules of tournament play) were wrong.The finiteness of this is governed by what level of play this tournament was played under. If it is a club tournament.then it swings on local club rules. Also since pin placements are normally changed first thing in the morning.or just before sunset I doubt that the practice round gave the player any special advantage. As far as Code of Ethics.. Those are found in the PGA Constitution..I looked all over and could not find a direct link to it.it was refered to on several sites..but nowhere did I find the document itself.What are the chances of getting Masters practice round tickets at the gate from a scalper?
What was the infraction and what was the level of the tournament?I tend to agree with the club pro. Club tourneys are somewhat informal. You'll see prohibited equipment, players giving advice, playing out of turn, etc. Perhaps if it was the club championship you could make a case. I bet lots of people in the trouney played in the afternoon.
OK, one final point. Were the pin-placements for the final round set before or after he played the course?
Personally, I would have given the tourney to the man willing to play the play-off.
