It depends what kind of reflex you want to train.

You are most likely referring to touch reflex as this is the quickest, the best way to train this is to use it. Many styles (esp Chinese ones) use it and have drills for it.

I reccomend the following as the best to check out.

Wing Chun - Chi Sao
Tai Chi - Push Hands

Both really require you to have at least a basic understanding of the styles though I think push hands will require less knowledge of the system than Chi Sao as you start the roll from a guard, however you do need to work on their foot work, but it may just be a good idea to check out how they do it and try to come up with some similar drills for your own style so that you are trining more in the way that you want to apply it.

Reflexes can be linked to timing and antcipation. There is also an endurance and mental alertness to this as well. You can train your reaction time with sparring, drilling your fighting skills, hand-eye-coordination drills... punch the raquet ball, doing some fencing, playing basketball, playing raquet ball... but that might not be what you are looking for.
