Who is the best martial arts person now?

This question is what the sport of MMA is all about. It seems to move in cycles.

When the Gracies first went PPV with the UFC, Ju Jitsu, and BJJ in particular was the dominant art.

However, when you add a few rules like, time limits, striking restrictions, and then rounds, Greco-Roman and then Kick-boxing seemed to take the lead with the Alliance of Maurice Smith, Frank Shamrock, and TK.

Right now I would say it is pretty balanced across the weight classes with the MMA evolving into a somewhat unique art of its own.

Make no mistake though, even small rule changes can have a dramatic effect on which martial art is winning the most at any given time. One example would be forearm strike, which are really elbows and could be removed if the athletic associations see them as too brutal and this would effect some styles much more than others. So there is no dominant art, only dominant artists.

Kung Fu develops more speed. Muai Thai's power is unmatched. Tae-Kwon-Do and Karate seem to be a good middle road between the two.
Furthermore, you have to keep in mind the top strengths and speed recorded are for the top contenders in the field, not the average student. It doesn't mean average students have that much of a difference in those respects between them. It may well be that at top levels, Tae-Kwon-Do is more powerful than Karate, but if you personally catch on faster with Karate, you may learn to strike more efficiently than you ever would in Tae-Kwon-Do.
Then, there's also body size, body type, etc... While Sumo wrestling may work for a 6'4" 400 pound gorilla of a man, it won't do for you if you're small and slender. On the other hand, you may found something like Pencak Silat, which tends to stay close to the ground, much more adapted to your body type.
Then you have to factor in all the grappling arts and their submissions. A well-trained Aikidoka can break someone's arm if he gets a good grip of his opponent and the opponent refuses to give up. Jiu-Jitsu seems to be a good compromise between striking and grappling, but the students do so at the price of not becoming specialists of either.
All in all, it's all about the fighters, how well they are conditioned, and that elusive factor called luck. But overall, I think it's not the art, but the dedication of the student that's more important. If you've earned a black belt 20 years ago and have left yourself turn into a couch potato ever since, technique won't save you from a well-conditioned athlete, even if they're not primarily trained in fighting. You'll just be too slow for them.
So if I had to choose today, who are the most fearsome fighters of all, I would go with Shaolin Monks - It's not a question of whether I think Shaolin Kung Fu is the best thing to learn, but simply because they're the most dedicated and the most painstakingly trained out there. But you'll never find one in a UFC ring; their strict adherence to Buddhist philosophy precludes that kind of use of violence to demonstrate dominance on others, especially as a spectacle.

I thought Royce Gracie already proved this in UFC 1, 2 , and 3. Back when the UFC was a Martial Art vs another Martial Art. He mopped the floor with the rest of them. Even when they outweighed him by more than 40 lbs. Now that it has become a MIXED martial art competition it comes down to the actual conditionion and level of skill acquired by the fighters. A general knowledge of a Jiu Jitsu is now a requirement to stand a chance in a cage.

It is usaully a characteristic of a master to never want to fight anyone else, to avoid hurting others. Masters generally hold back and are not prone to go for alpha male dominancy,

I believe the fight would not happen. A bunch of pretenders would probably show up instead of the real masters.

And even if a fight WAS held, somehow. Not every master would win everytime, each martial art has its specialty and you could hold a match between just 2 masters a thousand times and neither would win all of them. The match would go to whoever was able to get the other into their special zone and if a rematch was held they would know what to look out for.

This would probably all end up as a wasted effort.
