Who were they, what martial art did they study, and where were they from?

I agree with animal lover, she has the best answer by far, the Sulsa were like the special forces if you will of the Hwarang Do or Warrior Knights of Korea, and they practiced the same martial art of the same name as well as what is known as traditional Tang Soo Do today, which both are still practiced today, along with Tae Kwon Do.

Today they were charged with the defense of the ruling family and the country, but they were also charged with keeping the peace and preserving life, only killing in defense if necessary, but could also help in the recovery of those who were injured.

the Lin Kuei while Mortal Kombat only makes "mention" of them being a ninja clan, it is only LOOSELY based around that knowledge and not to be taken as fact.

It was in fact a group that were practioners of one of the modern ninjitsu arts today, sometimes called the White Lotus Clan (I believe they were also mentioned by this name, but don't quote me on it, I'd have to look it up to be sure.)

Consequently, there emerged a group of warrior elite known as the sulsa (knights of the night). They practice the am ja methods of warfare and infiltrated enemy kingdoms to gather information.
The sulsa were selected from the best Hwarang warriors. They were Hwa Rang Do's special forces, majoring in infiltration, ex-filtration, intelligence gathering, assassination and survival. They used whatever means necessary to carry out there plan. Unlike the ancient Japanese ninja, however, the most important asset of the sulsa was there ideal of hwal bop, which encouraged the warrior to save lives, rather than take them. If one one were able to kill, one should be able to heal.

The forerunners of the Japanese Ninja and Korean Sulsa, The Lin Kuei clan, also known as forest demons, were an ancient secretive cult that operated in northern China about 3,500 years ago. The history of the Lin Kuei is dark and mysterious as is the warriors’ very existence. Not much is known about their beginnings other than which has been passed down orally one generation to the next. The Lin Kuei were masters of survival and they thrived in the woods and made their living there adapting to the ways of nature.

In Mandarin the term "Lin Kuei" can mean "Forest Demons". I don't know about "Sulsa".
