The Commonwealth Games are held every 4 years in the middle of an Olympiad. For instance, this year's Commonwealh Games are held between the Olympics in Athens (2004) and Beijing (2008)
The mascot of the Commonwealth Games is there just like you have mascots for the Olympic Games as a means of identifying the Games.
This year, the Games are being held in Melbourne, Australia from March 15th - 26th 2006 and their mascot called Karak who is a red tailed black cockatoo.
