All National Olympic Committees (NOCs) participated in the Athens Games, as was the case in 1996. Two new NOCs had been created since 1996, and made their debut at these Games (Kiribati, and Timor-Leste), therefore the total number of participating nations increased from 199 to 201. Countries do not "host" the Olympic Games. Cities are selected as hosts of the Games. I think you need to look at an encyclopaedia to see which cities were the hosts and then work out the countries from there. For example Melbourne hosted 1956 Summer and Sydney hosted 2000 Summer games. Both of these cities are in Australia.
