It's very possible. According to Wikipedia, the United States Olympic Committee (USOC) is a non-profit organization that is the national olympic committee for the United States.

Even more telling, testimony to reform the committee was given in 2003 to the federal Subcommittee on Commerce, Trade, and Consumer Protection. Sounds government funded to me!

As a non-profit, the organization would operate through grants, donations and fund-raising, as well as fees.
