However, considering the tie situation, it's quite unlikely to happen like the you've just said though, because in each "Sprint competition" competitors are always kept at so close look through modern technology that their speed is determined by a split second factor.In this situation, each of the runners would obviously be little faster or slower than each other while their speed is being determined by a spit second factor.You could be slower than me just by .1012 seconds (a fraction of Seconds are calculated ) although we both are in the same speed and are about to touch the finishing line almost together. That's how they decide. Anyway, good question.

I answered this question previously. With today's equipment (computers and cameras) there can be no ties in track because this equipment can trace down to the thousandths of a second. Now in field events that is another story. Even though everything is done to prevent tie it still can happen.
