Represent the populated continents of the world.
They were first used in 1914, I think. Coubertin (the father of the modern Olympics) intended them to represent the following:
The blue ring represented Europe (because Europe is a cold continent, though most people at the time thought that it was because blue was the symbol of excellence...blue ribbon, blue blood, blue chip stock, etc...and Coubertin was a Frenchman).
The yellow ring represented Asia (because Asians were considered to be "yellow"...keep in mind this was well before the days of political correctness).
The black ring represented Africa (for the same reason Asia is yellow).
The green ring represented both North and South America (because of the lush fertility of both continents).
And the red ring represented Australia (because it has vast red dessert areas, and because the aborigines wre considered to be dark red).

In the early 1930's, the International Olympic Committee decided that the new "official" policy is that the five rings do not represent any particular continent...but that they just represent the five "parts" of the world which accept the olympic spirit of healthy competition. The five colors of the rings...along with the white background of the Olympic flag...were the colors that were in every national flag in the world at the time it was established.
(Though Coubertin's autobiography clearly lays out the color scheme for which ring represents which continent.)
