Any attemp to open a live round can be risky and end in death or serious damage Trash the idea and check with someone that shoots at a range and you can get what you want there.

Need info on a 38 S&W.?

You need a Bullet Puller, it is a special inexpensive tool for removing bullets from cartridges... It looks like a hammer, and made out of plastic. Sporting goods or gun shops have them cheap...

Where can you shoot firearms outside city limits in Phoenix Arizona?

Yes it is possible. You will need a kinetic bullet puller available in most gun shops, but you will also need to remove the primer. This is not safely done until the primer is activated. Just go down to your local gun shop and they can do this for you in about 2 minuites.

Is there any airsoft gun stores in Chicago?

Yes, that's a 38 Special pistol cartridge, made by Remington-Peters. It would be much better to find somebody who handloads to make you a dummy cartridge. If you pull the bullet and empty the powder, you still have a live primer in there. It can probably be deactivated by soaking it in oil, but that's iffy, and to pull the bullet and then put it back you'll need the reloading tools anyway. Making a dummy round takes about four bits' worth of components and ten minutes' time, so any handloader you know should be able to fix you up with little trouble. I'd suggest drilling out the primer pocket as a place to attach the chain.

You leave home make three left turns then you back at home there are two men warning mask who are the two men?

Yes, it IS possible, but dangerous to those that don't know how, or are ill-equipped. You know the little round dot in the end opposite of the bullet? That's called a primer. You don't wanna set off the primer. The primer ignites the powder by exploding when the firing pin in your gun hits it.

I suggest you go to your local indoor shooting range. They'll probably let you have all the spent shells that you want, for free. Just buy the appropriate sized bullet, put a little super glue on the flat end, stuff it into the case, and it looks just like a real bullet, except for the smal dent in the primer. You can drill through a fired case all you want, just DON'T do it with the live round you have!
