Algerian Government Incentive Program for expanding fishing fleets?

Question:I understand that Algeria has implemented a incentive program to aid fishermen to modernize and expand their fishing fleets. I would like some information on this program and who I can contact in order to be a supplier for this program.
We build steel and wood hulled boats in Turkey and would like to bid on new vesel construction for this program.

I would appreciate some guidence from people who may have detailed knowledge about this program.
