if u are refering to chollas lake in san diego....it sounds like it is a watershed lake built primarily for flood control and water conservation.i would say either the county or state built it.
History of the Center
As a reservoir built in 1901, Chollas Lake helped serve early San Diego's water supply. In 1966 it was turned over to the Park and Recreation Department, and was designated a youth fishing lake (for children ages 15 and under only) in 1971.
Chollas Lake was originally built as a water reservoir in 1901.
It is a 16-acre lake surrounded by eucalyptus trees and a
hiking path. It is named after the cholla cacti that
grew in the area now covered by the lake.
