Sand Bass will strike rubber lures, hard, bone type jigs, and baited shrimp flies. Rubber swimming lures seem to be the most effective. The twin tailed scampi or mojo type still work well along with the single tailed bait fish shaped rubber lures right in front of mouth pink/ other color trout/ shad color

best lure to use on white bass on spawning run upriver would be a spinnerbait. i fish in a river using a white spinnerbait. i would throw it towards the riverr and reel it in slowly. OR you could try a boodler and a small crappie jig. hook the jig one FEET away from the boodler. the green jigs work best; also go with a red-head hook with white or black eyes. good luck.
