Ahh well they'll have a nice beaver pelt for something.I can't speak for CA specifically but in some states the only "road kill" its "illegal" to *just* pick up is something like a deer, turkey, bear, or other animal that requires a hunting license and tag to harvest because their population is monitored by the DEP/DNR. If you hit a deer or turkey you have to wait for a police officer to come to file a report, and usually you'll have the option of keeping it.
Non-protected or monitored species I don't think it matters.

Dead beaver? Probably not.The large rodent is considered a nuisence animal in most places.
Endangered and non-huntable species would likely be another story.
