Yes. In Vermont. In Vermont you can legally own a handgun at the age of 16..and anyone who can legally own a handgun can carry it loaded and concealed in Vermont except in places listed in the Off Limit Heading as long as they are not intent on injuring a fellow Man.
You do not need permitting or licensing of any kind..so you can't actually GET a permit..but then again, you don't need one. Alaska has a similar set up. THESE are examples of two great states. BTW..both states enjoy some of the LOWEST crime rates according to the FBI's Uniform Crime Report

Mind you..I am citing exact laws..NOT their enforcement. For example..most people are under the impression that you cannot carry a gun into a Post Office. In fact..in most places you WILL get arrested and charged. The law actually is you cannot carry an illegal weapon into a post office. eg. carrying a concealed weapon without a permit in a state where you need one. Could a Vermot state cop arrest a 17 year old for carrying a concealed firearm. Probably. Would the 17 year old ultimately prevail in a court of law? Yes.
I lived in Braintree , VT for 3 years from the age of 17 to 20..and carried a gun. I associated with the Town Constable, and several SP who lived in "our neck of the woods". None of them ever said a word with the exception of one time when I was going to Montpelier and one of the SP said.."you wanna be careful about your gun..those big city boys are nit picky". I asked him if it was ok? He (the SP) replied.."sure..but they just might make trouble".

I didn't intend this post to start a peeing contest..merely to inform. There are so many gun laws that are enforced improperly it's not funny. Some cops, in their paranoid, kneejerk reactions to threats, real or perceived, will kick back like donkeys up to and including throwing the book at you whether it's right or wrong. Oh..I am in law enforcement by the way..so my remarks aren't biased, just informed.
