I think different countries have different laws, and different enforcement policies.The first thing I would do is check with the local 'Dept of Fish & Game' or equivilent where you live. Some license make exempt sport fishing in the ocean. Of course commercial fishing comes under different regulations still.
Regardless of the laws, please keep an eye on your catching quotas and use catch & release whenever possible :-)

Yes, unless you are more than 3 miles off shore then no.After the 3 mile mark it becomes international waters.
But here is the catch to it all, if you want to bring the fish back with you then yes you do need the license...
So catch and release after 3miles no license. (otherwise yes)

Of course you do at least in Canada... Especially if you are a commerical boatthere are 2 types, tidal and non-tidal. and for some species you need a special endorsement or tag attached to your origional.

YOU NEED ONE IN THE AMERICAN ATLANTIC , THE AMERICAN PACIFIC AND THE AMERICAN GULF OF MEXICO.They range in price from $15.00 to $250.00 dollars depending on the state you fish in and if your a resident. In certain states there is an additional cost for specific species to be harvested i.e. in Fla. the megalopolis or tarpon is an additional $50.00 for a tarpon permit, on top of the original license of $15.00 for residents. You must have a federal recreational tuna permit to keep any tunas in federal waters.The best advice I can give you is to contact the national marine fisheries commission or contact the game and fish commission in the state you plan to fish or at least the state Tourist Development Council for the state or states you plan to fish.
