Stewie is the only to have nailed the answer. I too, assume the question is about an M14 vs. civilian M1A/M1A1 - and not a M1 Garand or M1A1 model .30 Carbine (all of which are 7.62, but different cartridges).
So yes, the USGI vs. civilian issue is the only true difference - yes, there were some military issue M14's with full-automatic capability, BUT many were not, and most were and still are semi-auto. The 7.62x51mm NATO (.308) in a full auto infantry rifle is a bit to much to control without a lot of practice, and muscle, so the military spec changed. The military is issuing some soldiers with modern variants of the M14 today.
A surplus military issue M14 can go for high prices on the civilian market (a full-auto M14 can go even higher yet on the collector/class 3 shooter market) while you can get a new M1A from Springfield Armory for under $2,000.00 (unless you go for the top National Match models).

The M-14 is the military (7.62 NATO) rifle that can fire in fully-automatic mode or one at a time. The M1A1 (.308 & 7.62X51 aka NATO) is a civilian copy that cannot fire full-auto or be made to do so. It's a copy modified for civilian sales only. They are almost identical. The M-14 was made by govt. arsenals. The M1A1 is made by private companies, even though one of them uses the same name as a former govt. arsenal (Springfield Armory). NOTHING. The M-14 was reverse engineered from select-fire to semi-auto only because it sucked on full-auto as far as hitting the target was concerned. There could be a select-fire model out there somewhere, but they were all redesigned to semi-auto by the time Gomer went into the USMC. This is the reason why the Feds won't let you own a real M-14 like a real Garand (The original design makes it restricted-regardless of chnages the military had made).
