Yes America does pay play Rugby. Every year the National Teams of the Americans and Canadians together with the English B team compete for the Churchill Cup. Usually other side compete in the same competition but the "Guest" teams vary. England B, USA and Canadians are the only constant attendees , as far as I know. Canada were quite a strong team until recently, compared to the USA, usually always confident of a victory against their Southern neighbour.
