Regarding the AFL, live broadcasts are shown on the Setanta and MHZ sports networks in the US.

I haven't been able to find anything about rugby. Rugby union should be shown somewhere on pay television given that it is reasonably popular in the US. National Rugby League matches may be more difficult.
